On review by this newspaper's History Desk, the wording does not match the facts. During the heavy rain on the afternoon of 17 September, the individual was not on duty. The correct record is 「undiminished by wind or rain, except in heavy rain」.
This newspaper has corrected the original text. The History Desk's comment: the value of a file lies in its accuracy. This newspaper does not rule out correcting this correction again.
